Ross Nodurft, executive director of the Alliance for Digital Innovation (ADI), testified at a hearing on the White House Policy on AI held by the U.S. House Committee on Oversight and Accountability Subcommittee on Cybersecurity, Information Technology, and Government Innovation on December 6, 2023. In the testimony and comments that ADI submitted in response to a draft memorandum by the Office of Management and Budget (OMB) on Advancing Governance, Innovation, and Risk Management for Agency Use of Artificial Intelligence, ADI shared that it believes a well-informed governance framework with appropriate guardrails is essential to harness the benefits of AI while mitigating its risks. However, as the OMB memo is currently constructed, it has the potential to create many agency and component specific governance processes that can make it more difficult for new, modern, cloud-based technology that leverages or offers AI to enter the government marketplace. ADI highlighted several important areas where the Administration should clarify or update guidance to enable agencies to access and leverage the most modern advances commercial AI can provide.
