Please describe your relevant industry experience (including service on other boards, if applicable) that qualify you to serve on the ADI Board of Directors.
I currently develop, drive and lead the strategy for partner engagement for the Americas Public Sector at Google Cloud. Ninety percent of the organization’s customer facing revenue comes through my team, partnerships, driving millions of dollars of revenue. Many of these partners are ADI members, and that is why I have a strong interest in serving on the board – to support Google Cloud and its partners in building a strong trade association that drives positive industry engagements with government leaders.
I have an extensive career working with government entities on both information technology and policy initiatives. When I served as Managing Director at Accenture Federal Services, I ran the organization’s Strategic alliances and go-to-market strategies for cloud and cyber security, shaping how the organization engaged with partners and worked on key public policy initiatives helping to shape government organizations’ access to cloud technologies. As Vice President of Advanced Technologies for Agliex, I drove the company’s mobility strategy and later focused on cloud and analytics go-to-market efforts. Agliex was acquired by Accenture Federal Services. I started my tech career at Microsoft Federal working with the Department of Veterans Affairs and ending as the organization’s Director of Operations. Public policy is very near and dear to me as I began my career working for the Senate Finance Committee organizing and directing the Committee’s weekly hearing schedule and interviewing witnesses and testimony.
During my twenty plus years working in the U.S. Senate, the private sector serving the government and the governments, I have developed a deep understanding of the needs of public sector clients. I would be honored to sit on the board of ADI to ensure that we work together with the Federal government to drive true technology modernization and innovation for Americans who look to the Federal government for numerous services and needs.
I believe I bring experience from working at smaller technology partners to working at two large CSPs to experience in the government – all which will shape me in being a representative on the board that can ensure both the large CSPs and the smaller firms come together for a common goal.

I would like to work with ADI to continue to educate government entities on the value of multi-cloud environments and advocate for policies supporting the use of open source technologies – two policies that Google Cloud, AWS and many ADI members support and embrace. Emphasizing the strong security and cost savings cloud brings to government entities and its constituents is critical. Cloud platforms have helped government organizations quickly pivot during urgent times – like the pandemic – and I hope to help ADI and its member companies teach the Federal government about cloud technologies and their ability to transform constituent services.
Additionally, I would like to be on the ADI board to further deepen my relationship with our industry brethren and our partners. These relationships are so important – particularly for those of us who serve the public sector. We come together to brainstorm on serving the government better and more effectively, and in support of the mission of our government.

Over 20 years tech company and government IT experience, including 12 years as a senior exec at GSA (7 years as GSA CIO). In my role at Salesforce I work with government leaders globally to help them understand technology trends and how to innovate/transform. I’ve previously spent several years in leadership roles with ACT/IAC, on both the government and industry sides. I’ve also served on the tech committee at PSC.

Salesforce is a company that pioneered a new technology model (cloud), a new business model (subscription), and a new operating model (philanthropy through 1% of our time, profits and product). Our Customer360 platform lets governments connect to and serve their customers and employees in an entirely new way. We are the CRM leader and a top innovator, rapidly developing new capabilities such as COVID support and relief solutions, to help our customers meet and anticipate the most pressing problems. We have over 60,000 employees and this year will surpass $26B in revenue.

ADI serves a unique role in the market. It’s the only trade association that does not have an investment in the status quo of legacy federal IT. I want to see ADI continue to be a bold voice for the transformative potential of new technologies, modern policy and legislation, and more agile operating models.

Ranil is a results-driven leader with over 25 years of US and International expertise advancing strategic direction through innovation and organizational leadership. He leads the $2B VMware Public Sector & Healthcare business as Vice President of Pre-Sales Architecture & Solutions Engineering. Ranil successfully led the transformation of the architecture & engineering organization to a broad portfolio based and consultative sales organization. As a FEDSCOOP Industry Leadership Award winner, Ranil has been recognized for his work in support of Government Customers. Prior to VMware, Ranil was a Senior Director and General Manager at Hewlett-Packard (HP) where he was responsible for a $1.5B business that included HP’s entire portfolio (hardware, software, security, professional & managed services, printing & Imaging, education and support). During his tenure at HP, Ranil held many sales, services and technical leadership roles including a leadership role within corporate security where he led a Significant Employee Touch (SET) program that transformed and modernized network access, authentication and authorization for350K+ employees and 65K+ partners globally. Prior to HP, Ranil held various technical and leadership roles at Price Waterhouse Coopers and Corning Incorporated. ADI has truly made a breakthrough onto the federal IT landscape and in the span of a short time, has emerged as a respected voice in the IT community. I would like to see ADI become more proactive in proposing legislation and in driving thought leadership as the federal IT community begins to accelerate their movement to Zero Trust and to the cloud. I also would like to see ADI broaden its State and Local activity and take a leadership role as the States begin to consider legislation around StateRAMP.

Frank Dimina joined Splunk is 2016 and currently serves as Vice President of Americas and Public Sector. With over 20 years of experience leading technology organizations, he is passionate about helping public sector organizations leverage technology to meet mission success. Prior to his current role, Mr. Dimina served as Splunk’s Vice President of Public Sector, Area Vice President of Federal and Director of the Homeland Security & Law Enforcement Team. In his current role, Mr. Dimina is responsible for overseeing Splunk’s North/South/Latin America, Federal, State and Local Government and Higher Education businesses. In addition to his time at Splunk, he has held senior sales leadership roles in high-growth technology companies such as Check Point Software and Symantec. He also has extensive experience building several successful cybersecurity startups.

Primarily, I would like to see ADI continue their excellent work on accelerating the government’s adoption of innovative commercial technology. The government’s continuing reliance on outdated, insecure legacy technology fundamentally obstructs creation of a modern, secure digital government capable of delivering critically needed services to the American people. Over the last year, ADI has done an excellent job raising their profile, with Congressional testimony, opinion pieces, and position papers. In the coming year, I would also like to see ADI grow its membership and take on an even more prominent role in thought leadership.

Throughout his 30+ year career, Stephen Kovac has advocated for IT modernization and government’s adoption of innovative technologies to ensure mission enhancement. As a leader in cybersecurity policy, Kovac has been a tireless advocate for FedRAMP, modernization of the Trusted Internet Connection and government’s adoption of Zero Trust. In addition to his current service on the ADI Board of Directors, Stephen currently serves on several working groups such as ACT- IAC Zero Trust and Cloud Computing, ATRAC Zero Trust and TIC 3.0. Kovac is also on the Cyber Security Board Member at University of South Florida, and many others Federal Advisory Groups. Stephen Kovac Started the Zscaler Public Sector org and led them to FedRAMP High and IL5 Certification. and built the team to over 100+ people with ever $100M in revenue in 3 years. Mr. Kovac is an speaker on the above mentioned solutions, and is high published in media and heavy quoted in the federal and national press.

At NuAxis, we’re committed to one goal: drawing on the principles of Human Centered Design to transform the way customers interact with and experience the federal government. For almost 20 years, we’ve been creating more efficient, responsive and satisfying interactions with customers. So when we modernize federal technology, we use customer experience to guide every decision we make. We are 400+ strong and have corporate presence in DC and Denver areas as well as staff in over 20 states serving federal customers exclusively. Some of our prominent customers include Departments of Interior, Agriculture and Labor.

I have had the privilege of serving on the ADI Board for the last two years. I have seen ADI grow into a dynamic industry group under the leadership of our Executive Director. If given an opportunity to continue serving on the ADI Board, I will continue to enable deliberate conversations with legislators, policymakers and operational teams to ensure that the entire lifecycle of innovation is streamlined through the prism of the discipline of Customer Experience (CX). As I have done in the past, I would be very interested in ensuring that our Government, and the industry that serves it, puts humans and their experience at the center of the universe. Through my position as an ADI Board (if elected) member I am committed to being a flag bearer and evangelist for the adoption of CX driven by Human-Centered Design (HCD) across our federal government. Time and again it has been seen that large technology initiatives have failed because they did not have CX and HCD embedded in the lifecycle. My contribution will remain as that of a voice that questions this predicament and present ideas and solutions that can be propagated through the ADI platform.

David leads AWS’s US Government, Nonprofit and Healthcare businesses. He and his teams help Governments, NGOs, Nonprofits and, Healthcare providers realize the potential of technology to transform their organizations and fulfill their missions. In this role, he works closely with national security clients, civilian and defense agencies, nonprofits and hospital systems on their journey to cloud technology.
David currently serves on the Innovation and Research Board for Children’s National Medical Center in Washington, DC. He also serves as the Chair of the Space and Procurement council for the U.S. Chamber of Commerce and is on the Board of Advisors for Earth Day Network.

During my service as a board member, I would like to see ADI increase political awareness and education around commercial solutions in government. ADI’s foundation thus far has been excellent, but it can do more to differentiate itself as a thought leading group. Further, I would like ADI to continue to increase the number of champions in Congress and the Administration for commercial solutions. I want to ensure that ADI remains a trusted voice on all things IT procurement across the legislative and executive branches.

Please describe your relevant industry experience (including service on other boards, if applicable) that qualify you to serve on the ADI Board of Directors.
Currently CEO of Strongbridge LLC, Jeff Powell has over 35 years of experience in government contracting having led both small and large businesses in bidding, winning, and operating complex software development and modernization projects. Jeff has worked at multiple government agencies, led major operating divisions in government contracting companies, and prior to Strongbridge, was Chief Operating Officer at ECS Federal, leading the growth of that business from $12 million to $120 million in 8 years. Jeff joined Strongbridge as President and minority partner in 2012 before becoming majority owner and CEO in 2017, and has grown Strongbridge from $6 million in revenue to $22 million. Upon assuming majority control, Jeff led Strongbridge’s restructuring and investment in cloud native-development capabilities, to solve complex U.S. federal government problems by modernizing legacy software systems using innovative technologies. Jeff has served on the ADI Board of Directors since its inception, and has served as Treasurer of ADI during that time, overseeing ADI’s finances resulting in a continuing strong financial position for the organization. Jeff has actively served on ADI’s New Member Committee and the Board Nominating Committee, and volunteered the services of Strongbridge’s Chief Growth Officer to perform as the ADI Public Relations Committee Chair the past 6 months. In addition to ADI, Jeff serves on the Board of Directors of the Loudoun County Chamber of Commerce, and is currently Chair of the GovCon Committee, leading the Chamber’s efforts to provide education and partnering opportunities to Loudoun’s government contracting community.

Strongbridge LLC is an established, mature Small Business service provider with more than 100 employees and 15 years of government application development experience including market leading cloud native development, Agile development, and data analysis/management experience. We provide significant expertise in cloud engineering, data science, information assurance, and administration of government systems. We apply innovative commercial technologies to resolve specific mission critical government challenges that require high availability, precision, accuracy, and reliability. Recent examples of Strongbridge innovative projects in the cloud include the migration of a legacy COBOL system to the Microsoft Azure cloud for HUD; the use of Artificial Intelligence (AI) and Machine Learning (ML) in AWS to develop a pilot system for DHS that automates the evaluation of offerors’ past performance in proposal submissions; the implementation of Virtual Reality (VR) integrated with ServiceNow for the U.S. Postal Service to support remote break/fix of mail sorting equipment in post offices; the development and implementation of the national Vehicle Identification Number (VIN) database using Microsoft Azure that interfaces with every vehicle manufacturer and state motor vehicle department in all 50 states; and the modernization of the national vehicle recall and safety information database using native cloud development in the AWS GovCloud environment.

Strongbridge has been an ADI member, and I have been a Board Member, since ADI’s formation. As an officer on the Board, I have fulfilled the role of Treasurer for the past two years, and have worked first with Rich Beutel and later with Kellen Management and Matthew Cornelius to manage ADI’s finances to ensure ADI is currently, and will be in the future, a financially sound organization. I am strongly committed to supporting ADI and continuing both my personal service and Strongbridge’s corporate support to the organization. I have been an active member of the New Member and Board Nominating Committees, and participated in the working group formed to interview and select our Executive Director. It has been gratifying to see ADI grow to its current robust slate of outstanding companies, and seeing ADI in the news regularly. As a Board Member over the next one to two years, depending on my elected term, I would like to continue my active role in the ADI leadership team, continue to see ADI grow through selective admission of companies that are committed to bringing innovative technologies to our federal government, and continue to contribute my time and my company’s resources to support ADI’s mission wherever possible. Specifically, I would like to contribute to the planning and management ADI’s future hosted conference(s), contribute to future ADI white papers and special projects, and look for ways to foster enhanced partnerships across the ADI membership.

During my 30-year career as a technology consultant, my focus has been providing innovative technology solutions to diverse clients across federal government agencies and the private sector, giving me a broad industry and technology perspective that I hope to bring to the ADI Board. Throughout Excella’s history, I have led and developed Excella’s Board of Directors. As a passionate community leader, I strive to engage deeply in the organizations I’m involved with, taking on board and other leadership roles. I have served on the Board of Directors of Homestretch Inc, the Executive Committee of the Washington DC and Baltimore/Washington chapters of YPO, and the Leadership Council of Big Brothers / Big Sisters. I would like to help ADI become a leader not only in digital innovation but also equity in government technology. The Biden administration has put enormous emphasis on equity in every policy, program, and action the administration takes. Technology plays a critical role in either enabling or diminishing equitable citizen access to government services. Yet, most agencies do not understand the role of tech or how to use it as an enabler of equity. With a growing brand for digital innovation, ADI is uniquely positioned to become a leader in this critical, emerging area of government tech. Doing so will help ADI members not only navigate but shape the direction of tech equity in the government.

Please describe your relevant industry experience (including service on other boards, if applicable) that qualify you to serve on the ADI Board of Directors.
I have been with Telos Corporation since 1992, and served as CEO since 1994. Telos was a founding member of the Alliance for Digital Innovation (ADI) in 2018, and I have been a member of its Board of Directors and served as Chairman of the Board since its inception. Since 2012, I have had the privilege of serving as the Chairman of the Board of Directors for the Tragedy Assistance Program for Survivors (TAPS), a national organization that provides care and support for the families of America’s fallen military heroes. For 10 years, I was on the Board of Directors of Project Rebirth, a nonprofit organization that serves veterans and first responders affected by tragic loss and celebrates the resiliency of the human spirit. I previously held a seat on the Board of Directors of the Northern Virginia Technology Council and the Northern Virginia Chamber of Commerce. I was the founding chairman of the Loudoun County (Va.) CEO Cabinet, part of the Loudoun County Chamber of Commerce, served for five years as chairman of Loudoun County’s Economic Development Commission, and currently serve on the board of the Wolf Trap Foundation for the Performing Arts.

Our customers are demanding organizations in business, government, and the military, including Fortune 500 members, the U.S. Department of Defense (DoD), intelligence and civilian agencies of the federal government, and NATO allies and other organizations around the world. Telos’ offerings include cybersecurity solutions for IT risk management and information security; cloud security solutions to protect cloud-based assets and enable continuous compliance with industry and government security standards; and enterprise security solutions for identity and access management, secure mobility, organizational messaging, and network management and defense. Our offerings have become the official messaging system of record for the Department of Defense and the database of record for the U.S. Intelligence Community. Having been CEO at Telos for twenty-seven years, I have worked to bring together the private and public sectors to address cybersecurity issues, and have frequently spoken on cybersecurity at industry and government events. I have successfully sought to diversify the company’s product portfolio and expand its partner and distribution network.
In 250 words or less, please explain what you would like to see ADI accomplish during your service as a Board Member.
I helped establish ADI because of my passionate belief that government can and must make greater use of innovative technology to best serve our nation and its citizens. For years, I felt alone in pushing government to realize the advantages of such technologies. The discussions that began a few years ago and led to ADI’s founding proved I wasn’t alone, and that there is strength in numbers. I see ADI as playing a leading role in this debate, and doing so successfully because of its clear focus on our mission. Other groups try to be all things to their members, while ADI is laser-focused on pushing for the policy and cultural changes needed to make government more effective and efficient through greater use of innovative technologies. I’m proud to have been a part of this initiative, helping found ADI, serving on the Board and chairing it, and bringing on and working with our first full-time executive director. But we have more to do. We have to continue growing our membership in order to ensure ADI’s financial stability and give us the means to push our agenda even harder. With our Government Relations Committee and staff leading the charge, we have to continue our efforts to establish ADI as THE voice of innovative technology in Washington. I am asking to serve another term on the Board to continue this fight, and to help prepare ADI to move to even higher levels of engagement and success.
